The Texas legislature is intentionally dysfunctional because of its response to Reconstruction. Post-Civil War, a Radical Republican was elected as Governor and used the power of the State to enact liberal policies. In response, the Democrats did mass voter fraud and voter intimidation causing a Democrat to be elected. The previous governor refused to recognize the results of the election, but the Federal government sided with the Democrats. The newly elected Democrat legislature then began a constitutional convention and intentionally drafted an extremely lengthy and specific constitution that made power decentralized and rolled back the policies enacted during the previous governorship. As a result, the Governor has basically no power. Instead, power is mostly distributed among their cabinet (whom the Governor does not get to appoint). Furthermore, instead of the legislature meeting annually, the Texas legislature meets only once every 2 years for only 140 days. Legislators are also only paid $600 per month, with an additional $221 per day when in-sesion. This basically means that you either have to have a secondary job in addition to being a legislator or have to be extremely wealthy so as not to need to work during your term... All of this cemented Texas as being not only dysfunctional and slow to react, but also lead it to being a corrupt one-party state, which it remains to this day.

Needless to say, it's not really a surprise that the State focuses on random bullshit that helps no one.
