Making a new thread is free. Also, general has quality of being recurring, which actually alleviates problems if significant parts of the thread are off-topic. A proper thread, one-time idea, isn't so lucky in comparison.
Besides, it's the generals that tend to stray into off-topic more, since they burn through the subject sooner or later and personalities of regulars start to seep in over time.
