Tokyo Metropolis isn't very big (and not even all of it is city, with something like the western sixth of the prefecture literally being part of a national park), but it's contiguous with a bunch of other cities in the surrounding prefectures, which is why it looks so huge anywhere except on a map. Note that 'only' 14 million people live in Tokyo prefecture, but an additional 23 million live in Chiba, Saitama, and Kanagawa.

My knowledge/interest in Japan is limited to their media, so I wouldn't know what to answer. I wouldn't want to wipe out anyone, though.
