Which one? Tokyo looks like a good junction for Asia and the US, but bad for Europe. Cornwall(?) looks good for Europe and the US, but bad for Asia.

Looking just at undersea cables is probably a bit misleading though, since there's inland connections to consider as well. I'd guess that somewhere in the central US would be ideal, as you'd have the best middle-ground between East Asia and Europe, and the furthest connections would be to places like Central Asia and Africa that most people aren't going to care as much about.

The ocean has better upload speed than me...
