Some are definitely more fashion-conscious than others but I'd imagine the freedom that comes with basically having a physical form of your own design would almost feel like secondhand nature in terms of something as straight-forward as an outfit.
For the Youkai population anyways, fashionable humans are pretty atypical.

The normal reason is that some are lazy and just don't want to wash their underwear all the time so they don't wear them much.
Another reason is that some just don't want to wear panties because it feels better going without.
Third reason is that someone stole all of their panties...

But look at the rest of the SDM, Patchy is the exception since she's always cooped up in her study and doesn't interact with guests much. Everyone else is wearing proper and formal clothes. Especially Remi and Flan who Sakuya sees to with extreme care and diligence.

Patchy puts effort in to look pretty. She wouldn't have those cute alternating red/blue bows if she didn't mind her looks.
On the otherhand, there's some that are really weak and are wearing pajama clothes.
Tsukasa's clothing is just a bedsheet with some ribbons, and there's Chiyari's Hecatia brand oversized t-shirt and plaid bloomers. The barest amount of effort to fit in with everyone else.

Besides, I would hesitate to call any type of subculture aesthetic as a fashion, because you are not trying to look good, you are trying to properly slot into social circle. You can get fashionable inside an aesthetic, I would say, this goes for more mundane things like office clothes as well.

There is no objective definition of what looks good and trends change over time; for example since 2016 oversized clothing has become popular with it hitting mainstream adaptation in the past 3 or so years; if you go near any university you'll see 20somethings wearing oversized baggy jeans or jean shorts, probably from a thrift store. Some of the most well respected fashion houses in the world started as part of an anti-fashion movement in the 80's. I believe anyone who conciously makes an effort in their appearance can be considered to be involved in fashion whether that involves adopting the style of a subculture, adapting that style to better suit their own lifestyle, or just doing their own thing. People can adopt a style to fit into a social circle - imagine any high schooler being peer pressured to have cool clothes or someone being influenced by what a musician is wearing - but not everyone adopting a style is doing so for that purpose. To use the example of Gyaru people wouldn't get into it for the purpose of fitting in if they didn't like the clothing; you get into the style because you like the clothing, and the friends come afterwards. In the case of office clothing, people wear that because they're required to, but are afforded some degree of self expression through their choice of suit cut, colour, pattern, tie, socks etc. Subculture usually ends up influencing mainstream culture after some time, but usually only the largest subcultures enter mainstream acceptance.

I love frills and funny hats, but sometimes the best 2hu designs are the simplest ones. I have always liked Sekibanki in particular because of the colour combination of red and black and the capelet partially covering her face, making her look a bit chuuni. Other simplehus I like the design of are Reisen and Aya, who are also just wearing a shirt and skirt combo (or a skirt and suit jacket) plus various accessories, but are still distinct looking characters because of their different colour schemes.

When I think about it, Suwako's clothing is fairly simple as well. A white undershirt with an overshirt that matches the color of her skirt, and a fairly simple hat. Yet it's quite distinctive to Suwako despite being a design most any character could pull off.
