I think that CR generally cuts out the endcards for whatever reason, so often on releases other than it I can usually find them.

I think there's usually at least a few shows doing it every season, but it may not be a show I'm watching. Madome is doing it currently, although maybe it doesn't count because it seems to be manga inspired instead of guest artists or whatever.

The Japanese TV raws get put up on Nyaa when an episode airs, so are accessible that way. That aside, end cards are usually uploaded to the anime's official Twitter or website (example) as well, so people following a series on social media are likely to see them that way.
