The imageboard happenings thread is currently one of the featured threads on the home page. Maybe that's one reason why those threads attract a lot of non-Kissulike posters, because they're so accessible to people stumbling on the site for the first time.

Albeit, I think what you're referring to is not the imageboard happenings thread, but the 4chan happenings thread. The latter is not featured and exists for 4chan users. So as a result I would say that you treat the users there like 4chan posters and not kissu posters.
To some extent this means leniency, and in others it means increased moderation from their typical norms.
