One of the mods repeatedly claims that banning all these people would make no one use the site. Is it really the case that those users contribute an overwhelming portion of the posts, good and bad, or is this just a fear of people leaving because of aggressive moderation in general?

Perhaps renaming them to something else like meta threads would help? Maybe the word "happening" has too much association with /pol/kuso and invites troublemakers?

The imageboard happenings thread is currently one of the featured threads on the home page. Maybe that's one reason why those threads attract a lot of non-Kissulike posters, because they're so accessible to people stumbling on the site for the first time.

Albeit, I think what you're referring to is not the imageboard happenings thread, but the 4chan happenings thread. The latter is not featured and exists for 4chan users. So as a result I would say that you treat the users there like 4chan posters and not kissu posters.
To some extent this means leniency, and in others it means increased moderation from their typical norms.

The people in it are largely scum, but it's an important part for imageboard meta as people from across the internet use it. Moderating it is a fucking headache because people will use their usual conspiracies and complete ignorance of the internet to object to anything.
