Given that time never stops and that today happened, why wouldn't it happen again?

>time never stops
we don't know this
it had a beginning so it could have an end

Time, huh. The stuff about time and space is one of the things that really makes me ponder existence sometimes, especially death. It's something that makes me think of life after death, since "after" is something that seems a bit questionable at times when you think of this spacetime stuff.
Bleh... it's better I don't start thinking about it now and allow myself to sleep again.

With infinite universes and infinite time, there will be a moment you will experience the JK life. Don't worry about it. Enjoy life.

What if I told you that time constantly stops, but you just can't perceive it, as the very act of noticing requires some time to be had?

theoretically there is a person out there who has in all essence the same mind as I do, in spite of potentially differing personal and world histories
not sure if I believe in souls but if a person thinks so much like I do, even if his (or her) experiences, memories, knowledge, etc is different, that he (or she) would, if we switched bodies, act exactly as I would in all circumstances, is it valid to say that this person is "me"?

What do you mean by 'essence'? Because this is one of those vague terms used in philosophy that seemingly everyone agrees what they mean until they try to explain.
Yet, despite the above, I would say no, because 'you' is not merely an internal, mental state, but also a being exerting external influence on the world, with a history. The person you say about is merely thinking the way you do, but the different circumstances causing different actions and different history allows you two to be differentiated by some external, omniscient entity without need for metaphysical 'soul'. The exchange of bodies might go unnoticed by more standard observers, though.
