A ribbon like that requires more stiff fabric to maintain its proper form. Pantsus would lose the ribbon form pretty quickly.
Pantsu fabric is both more soft and more heavy, meaning that you get a less proper shape and extra uncomfortable weight on your head.
For direct comparison, tie a proper ribbon band into a ribbon and make a ribbon with pantsus as per instructions. You'll see the difference for yourself.
