You're not missing anything. Phase 1 is basically a gigantic cliffhanger that might never be resolved.
It's a shame since it has so much potential. It could either be the greatest thing he's ever written or Sotsugou 2. Truly the Schodinger's cat of VNs.

I didn't see the point of the story, even before that. If R07 wanted to make a sequel to Higurashi, he should have focused on character's college years or something like that.
