The context of the joke is originally a more stereotypical hillbilly looking farmer that assumes and uses the term 'liberal' as a means of describing person annoying him. In context of what it actually says about the politics about either, it doesn't matter. The person is a stand-in for a bother that the farmer would rather run over and commit violence against than do a simple movement and ignore their disobedience.
When switched with Lucky Star and the context section from the original video removed, no longer do you have a confrontation between the driver and the person in the road. Instead what we have are Shiraishi and Akira which leads to assumptions about the context. Said context being that Akira simply wants to run over Shiraishi because his existence alone annoys her, not for any ignored commands. The original audio overlay serves a similar exaggerated purpose to the original but with even less of a connection to anything political because no inference can be made outside of the sound of the voice.
Therefore, unless you're some retarded uncultured swine, the video is not political.
