yeah gimp can do it but it might be cumbersome if there are too many frames. alternatively I think ffmpeg can do it

Ezgif is my goto site for most gif related things when i just want some quick and simple.

But with ffmpeg, a command like "ffmpeg -i input.gif -vsync 0 temp%d.png" seems to work fine too. But you might need to manually keep track of the frame lengths and somehow use when you put them together again, since a command like "ffmpeg -i temp%d.png output.gif" will just put it on minimum delay and make it look super sped-up.

For me, it's the Ezgif. The best fast gif editor. I even ask for extra gif size compression and the staff is so friendly and more than willing to oblige.

One time I asked for gif optimization and they gave me three variants. I said, "Wow, three for free!" and the nice friendly Ezgif worker laughed and said, "I'm going to call you 3-for-free!".

Now the staff greets me with "hey it's 3-for-free!" and ALWAYS give me three gif versions. It's such a fun and cool atmosphere at my local Ezgif mirror, I go there at least 3 times a week for gif cropping and gif frame insertions with duplicates instead of new frames, 1-2 times for gif speed change on the weekend, and maybe once for evening kissu banner creation when I'm in a rush but want a great imageboard banner that is affordable, fast, and can match my daily aesthetics needs.

I even lossy compress my gif by 50%, it's pretty! What a great website.
