It does seem 3D to me, I'm like 95% certain. The dress just seems so 3D in the way it curves around the body and hovers between the legs where the physics collision box deadzone would be (in OP image). And the shadow of the skirt is a projection with a light source.
At the very least the objects around her are 3D, that is 100% certain.
