I always wondered how the hell her original design was permitted. Kancolle's cast had pretty subdued cloth designs and then they dropped something like this on the unsuspecting public. This was among the first girl collecting simulator gatcha games (as far as I recall) as well so I think she might've been patient zero for freaky ero design.
I haven't payed much attention at the time though, did Shimakaze happen first or did azure lane or some other ero gatcha happen first? Either case that was the beginning of it all.

Kancolle came at least half a decade before all the other gachas that install viruses (Genshin Impact), have swimsuits as official alternate costumes (Blue Archive) or even are paid by yakuza to keep fanarts non-erotic (Uma Musume). The fans have no shame.
