Let us assume the following:
40% of Kissu is completely honest on such a vital manner (likely greatly overexaggerated percentage) and only voted once
20% of Kissu abstained from the poll (highly unlikely given its life or death nature)
And finally 40% voted multiple times.
Lets assume that of those 40% multi voters 50% of them voted twice (phone and computer, something anyone could do), 40% of them voted thrice (work phone/other extra device with seperate connection), and 10% of them voted 5 times (actual proxy riggers, in actuality could have voted 10+ times, but much more would make rigging too obvious)
Now if I failed math class and asked an AI to do the math for me, that only comes out to around
88 Pissers!
And thats with generous numbers on the abstainee part and potentially the honest voter part too (though most dishonest voters would likely only vote twice with phone and PC)
