I think the message inside the scene is quite nice as well, with some really memorable lines. You'll see what I mean.

One of Tamaki's "abilities" is that her clothes randomly fall off and she's placed in lewd positions in a way that's often favorable. It's called "Lucky Lecher". I'm removing more dialog of the woman calling her a slut alongside major spoilers.

I had completely lost hoope that Tamaki would show up again because her power level is so low, she's like level 3 when last 30 episodes star people that are level 500. Power creep kills characters...
But she came back! YEAH!

Also wtf? I never watched past the first season but I thought Tamaki getting naked was just a gag, now they're breaking the 4th wall or something? Has this anime been about Erosu this whole time? You could tell me this is some Japanese abridged and I would believe you.

Well, it is still a gag, it's still quite silly even if it was useful. There's a story reason for the change, but it's a spoiler of course.
I wasn't expecting Tamaki to show up again in any reasonable way this season because it's basically a battle of Super Goku-trunks Vegeta Hybrid Over 9000 Gods while Tamaki's power level stayed near the bottom. My favorite characters was actually the Captain because everyone else had natural magical blessings while he simply had cunning and perseverance- the Batman of the Fire Force world.
