Obviously Touhou borrows a lot from folklore, but it's one thing to adopt a generic being (tengu, kappa ...) and it's another thing to adopt a concrete character.

another bit of folklore with lamprey eel serving to cure night-blindness, which in turn has allowed ZUN to add to her character by turning her into an Izakaya-owner part-time. How popular do you think Mystia would be without her whole Izakaya gig? Still relatively popular, sure, but nowhere near as she is now. She'd be a lot duller as a character, that's for sure. I don't wanna drag this on too much but some other examples come to mind like Shou's Bishamonten origins playing into her running gag of constantly losing her pagoda (reference to how Bishamonten statues IRL suffer from the same issue), Shinmyoumaru's entire character, items and living place being a near 1:1 of the tale of Issun-bōshi, Junko's grudge against the moon being based on the chinese Zuo Zhuan and Heavenly Questions... so-on.

If I can throw my two cents into the ring here
I find Okina quite interesting when you look at her as a unit with the other three sages
to me it seems their respective jobs in maintaining the balance of Gensokyo is
Maintaining the Social Balance - Kasen with her lecturing and small personal interventions
Maintaining the Internal Power Balance - whenever Yukari shows up to do her job it's usually when an incident is happening that might not be solveable by Reimu alone i.e IN, AoCF and CDS.
Maintaining the External Power Balance - Okina thus far seems to be Gensokyo's border patrol (ironically) with how she dealt with Yuuma and Clownpiece / the threat of Hecatia encroaching on Gensokyo
now two of them are lazy hags who would rather let Reimu and Marisa do all the work but then again I feel the fact that those two can solve the incidents themselves kinda proves their help wasn't needed But that being said I think the problem with Okina is that she would have to make more appearances in future
games as playable in order to build more intrigue in her as a character. Yukari besides plenty of printwork appearances was playable in a mainline game (technically) and was in 4 different fighting games (two if you count them by engine and not title) so really Okina's best bet is to be in Touhou 20.5 and hope Tasofro does another trilogy on the same engine so that she carries over to the other two games by default
Yukari is also more interesting for reasons people won't be able to gleam from a medium level skim
She's effectively a Youkai onmyouji with her usage of Shikigami and barrier spells which is pretty unique given the lack of a traditional human onmyouji character anywhere else (with Reimu coming close)
