First I wouldn't put Touhou gods on a pedestal. Kanako is in the upper echelons of gods (Reimu even hypes her up as one of her toughest challenges) but she's constantly jobbing and was completely humiliated by an angsty ghost. Gods are supposed to be pretty powerful in Touhou but for the sake of sanity you can just consider it a race like Youkai or Hermit or whatever else.
Second, as others have already said her powers are "boundary manipulation", of which the limitations aren't well established. It seems to allow her to manipulate the attributes, properties, and shape of things, as well as allowing her to freely move and control the movement of others between worlds (I assume this is how she intercepted Shion's perfect possession but I'll admit I lost the plot of AoCF halfway through when they started throwing in dream stuff).
You could say that she could "potentially" manipulate anything, but it's also important to note that despite Touhou fans liking to paint her as some omnipotent being, Yukari has consistently been portrayed as having limits to her abilities. She has lost fights, she can't just resolve any threat that faces Gensokyo on her own, and she is explicitly not the most powerful person in the setting
that distinction, unless ZUN has changed his mind recently, goes to Hecatia. I don't think it's unfair to assume that even with her infinite potential Yukari is limited by her own capacity to wield that power.
