It definitely can be! A couple years ago they released 'Journey Mode" which is designed to be the ideal casual mode where you can take things slowly or not at all: https://terraria.wiki.gg/wiki/Journey_Mode. Stuff like endless item duplication is possible and there's toggles like god mode or you can even toggle off enemies.
I really love Terraria. For some reason designing things in first person like Minecraft never clicked to me, but when I can see more of it than is possible in real life, I really love it. But, it's also true that Terraria rightfully has a reputation of being a lot more involved than Minecraft when it comes to stuff like combat and invasions. Traditionally when kissu plays people progress way too fast for my own tastes, but I still have fun staying at home building things. I know that a year ago there was a mod that allowed the server admin to lock progress, in effect forcing people to take their time.
AAAAAAAA I want to play Terraria! (or I guess I'm willing to try Minecraft since I have a lot of pirated visual mods I collect due to my pack rat nature)

Terrarians always progress extremely fast. I'd rather play minecraft with kissu friends. I never played it the last time there was a kissu server up.

Well, there are multiple ways to play. You can build/explore/craft or you can boss rush. The downside to Terraria is that boss rushing has an effect on the base builders due to triggered invasions, and changes to the world like the switch to hard mode after killing a certain boss.
That's why I mentioned a mod that can forcefully restrict people. I think one of them was that it locked how far down you could dig, but there might have been other options.
I've never had a chance to build a cool defensive base while they were still relevant. Someday...

If we were to play terraria I'd rather do it modded, probably with thorium but it's not updated to match the latest version. Taking them forever too.
Same with minecraft, would be good if it had a whole pack of big mods like bees/magic/technology etc. Don't know if they're up to date though.

There's a part of me that thinks there might be some behind-the-scenes mandate from ReDigit that tmodloader has to wait a certain length of time before it can be updated to match the current version of the base game. It really is taking a long time. It took a while for tml to catch up to 1.4, too.
