Part of this is the long standing trick of hiring British actors or doing the whole production in Britain to save money relative to Hollywood. Both the BFI and BBC have quotas relating to BAME (black asian minority ethnic) and this can and does effect productions there.
In Kakegurui's case, it's a Canadian production and they have some of their own guidelines that are a quite less ambitious/de facto enforced than Britain's, but the same in principal if not degree.

It's really not a ragebait thing. The cheaper pound for pound productions simply come from countries where quotas are a bigger deal than Hollywood.
