Aside from movies, action shows like SnK, One Punch Man, Kimetsu, Jujutsu, etc seem to have pretty high budgets. Chainsaw Man will likely fall into this category as well. The cheapest are probably SoL where not much stuff happens as there isn't much to animate in them.

Hard to say these days with the prevalence of 3D shortcuts. Well, I guess you could say action stuff without 3D? Well, but then there's stuff like Akebi that had a lot of nice animation to it, so that might be costly, too.
Recently the Priconne stuff seems like it'd be quite expensive, something feasible with gacha money I suppose.

I don't think you know what you're talking about with SoL, most of the good ones that I've seen have all been accompanied by good animation focusing more on the subtle movements of characters or emphasizing smaller things in detail. The point of them isn't to have something crappy carried by the writing only, but to have a nice thing to look at for 30 minutes and relax to. The most abhorrently cheap quality anime I've seen have mostly, recently, been isekai harems.

I was talking about it in general. Anything that has a focus on characters talking and living easy lives is not going to be animated as much as action-focused stuff. Obviously, there are some exceptions like Akebi, but something like Hidamari which is what OP posted or Joshiraku which jokes about it doesn't have much animation in comparison to the stuff I mentioned.

Aria is one of my favorite shows by the way. I don't mean this in a bad way.
