Umm, a meal should, as much as practicable, be seen as a single indivisible unit. If it's in the same dish, it was probably intended that it be eaten together at the same time. Picking bits and pieces out at that point seems weird.
It depends on a variety of factors such as what the meal is, what your favorite part is, the overall amount of food, etc.
Most of the best part at first, then the middle part, at the end one or two bites of the best part again.
Typically the main and then the sides. Which is better depends on the meal.
I eat a little bit of everything in a random order, except for anything really sweet and dessert-like.
When I was a kid, though, I would eat the wheat(?) pieces of Lucky Charms and save all marshmallows for one big mouthful at the end

I try to split it up so that I eat a bit of the okay bits and then the really good part.
