Some additional information for upfront clarity because the mod's mounting system is broken due to updates and a lot of maps use content from the Episodes + CSS in some combination, there are two manual fixes to this:
1. The VPK extraction method where you extract the vpks of the games you want to mount and then symlink the folders into Base 2007, there is a program created by the community to automatically do this so you don't have to open the scary cmd.exe window, downside is it'll double the filesize of any Source games you have installed that are supported by the mod
2. Steam2 Wrapper method, it's something I recently got to work and is also a recent discovery by modders, where you create a "steam_vpks.vdf" in "Source SDK Base 2007" and "Source SDK Base" with the content depots, It includes all the textures and models of hl2 + episodes, but no CSS, and you wont double your filesize.
I will include both the first fix and the 2nd in my prepackaged Obsidian zip file that I'll be making soon, I just need to get some new stuff for the server done first, hope I don't scare anyone off with the fix explanations :V

You need to have the Source SDK Bases installed in the same directory as your steam install, it can't be on a different drive for games only. You then put the mod "obsidian" into your Sourcemods folder and follow one of the mountfix methods. As for the game not starting, I notice the OB doesn't shutdown hl2.exe after exiting. Check the task manage and manually end task of hl2.exe there.

After a little bit of testing I believe I've come across why the installs differ for people and it's mainly me not explaining things properly, hopefully this explains it better.
Important Bits:
1. The Mod uses Source SDK Base 2007, if it's not installed it wont launch.
2. You need to have Source SDK Base 2007 and Source SDK Base installed, it must be in the same drive as your steam install (where steam.exe is) the same goes for any of the other source games mentioned if you want to use Method 1, It will not work if you have Steam on 1 drive, and the games on another, it can work on an external drive but steam needs to be installed on it.
3. You then install the mod by dragging the "obsidian" folder into Sourcemods which will be located in the same drive as your steam install.
Mountfix specific:
3. If you are using Method 1, you will need to download the mountfix from Method 1 from the Moddb page, I accidentally packed a broken one, sorry.
3a. You can also just follow what this anon says here
