For the French themselves, I'm not sure if I'd notice them (or notice them missing) because so many of them speak perfectly fine English. I'll only catch them with more subtle things, like putting spaces before question marks or calling zero a positive number. Same with Quebec people. And most of the French colonies are in sub-Saharan Africa where Internet is still a luxury.

That assessment surprises me a little.
I would expect the French to be as insular in their internet as the Japanese or Chinese are.

But then, I don't actually have any numbers at all, safe for those that I am making up on the spot.

For a lot of the francophone, they do have an insular internet, they have one of the lowest rates of proficiency in Europe, they are on the same level as Cuba, Russia (another country that used to be well-represented on imageboards you dont see anymore, although I think this is because that format has become unpopular in their language as you still see them often on other parts of the english-speaking internet) and are comparable to South Korea when it comes to English literacy and bizarrely it seems to be trending down among the young!

And in any case, with America looming large in the background and the internet defaulting to English, I doubt that they would reduce English lessons just to flip the bird across the channel.

My understanding is that it's a mix of national pride and soft power projection, especially in regards to pushing the French language in frankophone nations. They've been trying to position themselves as a leader of the west, or at least a member of the west that isn't completely beholden to the anglosphere, and submitting to their language for communication isn't any better for that image than relying on their weapons for protection. So they push French over English to help keep their own sphere of influence separate.

i'm not sure to what degree quality of education impacts overall english proficiency, here in argentina we have some of the highest rates of latin america but the schools i went to weren't any good at teaching it
me, my dad, my brothers and my cousins all got way more mileage out of fucking around on the internet (old man was a programmer pre-y2k)
